Wednesday, April 5, 2017

 The Roland City Council met in regular session on Wednesday, April 5, 2017.  The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding.  Council members present at roll call were Aaron Burres, Larry Ford, Doug Sargent, Andy Webb and Jerry Zamzow.  Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 4 visitors from the community.

It was moved by Webb and seconded by Ford to approve the consent agenda which included Agenda, Minutes from the March 15, 2017 Council Meeting, Minutes from the March 22, 2017 Special Council Meeting, Claims for April 5, 2017 in the amount of $157,984.23, Tax Abatement for 513 Bryan Ave., and Outsiders Pub LLC Class C Liquor License LC.  All were in favor, motion carried.

 Public Input: There was no public input at this time.

Department Head’s Reports were as follows:

Street Department: Storm sewer project has started on Elm St. road is closed for now. CM Ford asked about potholes, they will be repaired.

 Water/Wastewater Department: WW survey – no required changes at this time. Trees for the Samson Sewer project are all down. The City Spring Flyer has been printed and is in the process of being folded to be sent out.

 City Clerk: No information from Mr. Dewald on the Library Foundation. There was an error with an assessment paper for a property and it has been turned over to Mr. Wynia.

Lonnie Strum presented to the council that when J&K Construction dumped dirt on his farm ground from the Lift Station property it has been found that the dirt contained a lot of debris. Zamzow motioned and seconded by Burres for the city to reimburse Mr. Strum up to $1500.00 to have the field cleaned up to previous condition. All were in favor, motion carried.  Mr. Strum also discussed the use of his land instead of the fence being taking down and using the easement access.

A motion was made by Webb and seconded by Sargent to approve Resolution 17-19: Resolution Setting Date For Public Hearing On Designation Of The Expanded Roland Urban Renewal Area and On Urban Renewal Plan Amendment. Aye: Ford, Zamzow, Webb, Burres, Sargent. Nay: none. Motion carried.

Mayor Balmer opened the Public Hearing for the Sewer Revenue Loan $1,200,000 at 6:25 pm Hearing no comments and no written comments received at City Hall, a motion was made by Burres and seconded by Sargent to close the Public Hearing at 6:26 pm. All were in favor, motion carried.

A motion was made by Ford and seconded by Burres to approve Resolution 17-20: Resolution Authorizing And Approving A Loan And Disbursement Agreement And Providing For The Issuance And Securing The Payment of $1,135,000 Sewer Revenue Bonds, Series 2017. Aye: Burres, Sargent, Ford, Zamzow, Webb. Nay: none. Motion carried.

Mayor Balmer opened the Public Hearing on Proposal to enter into a Sewer Revenue Loan And Disbursement Agreement in a Principal Amount Not To Exceed $274,000 at 6:27 pm. Hearing no comments and no written comments received at City Hall, a motion was made by Webb and seconded by Ford to close the Public Hearing at 6:28 pm. All were in favor, motion carried.

A motion was made by Zamzow and seconded by Sargent to approve Resolution 17-21: Resolution Taking Additional Action With Respect To A Sewer Revenue Loan And Disbursement Agreement And Authorizing, Approving And Securing The Payment Of A $274,000 Sewer Revenue Loan And Disbursement Agreement Anticipation Project Note (IFA Interim Loan And Disbursement Agreement) Aye: Webb, Zamzow, Burres, Sargent, Ford Nay: none. Motion carried.

Forrest Aldrich reported on finishing up the sewer plans for Industrial Park. An Archeological survey will be coming up for the Environmental review for the Lagoon Project. Shop drawings are being reviewed on the sewer project. After discussion with Nathan a couple of changes will be made to the Water Treatment Plant Improvement Plans and will be ready for next meeting

A motion was made by Webb and seconded by Ford to approve Resolution 17-22: Resolution To Provide For A Notice Of Hearing On Proposed Plans Specification, Form of Contract And Estimate Of Cost For The Water Treatment Facility Improvements And The Taking Of Bids Therefor. Aye: Sargent, Webb, Ford, Burres, Zamzow.  Nay: none.  Motion carried.

Mayor/Council Comments: CM Burres attended the Library Board meeting where Mr. Dewald from the Library Foundation presented information to the board about funds. Discussion continues on what the role of the Library Foundation is for the Roland Library. Council directed the Clerk to contact Story County Attorney Office. A resident is upset about having to move a shed; this will be passed on to the building inspector.

Public Input: Brian Hill asked if the council has any plans for the city to try to develop land for housing. Developer has talked about it but at this time nothing has happened.

With no further business at this time, Ford moved for adjournment of the meeting at 6:54 pm seconded by Burres.  All were in favor, motion carried.  The next regular scheduled meeting will be Wednesday, April 19, 2017 at 6:00 pm at the Roland Community Center.
