Regular Session
Wednesday, December 6, 2017

The Roland City Council met in regular session on Wednesday, December 6, 2017.  The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding.  Council members present at roll call were Aaron Burres, Larry Ford, Doug Sargent, Andy Webb, and Jerry Zamzow.  Absent: none.  Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 7 visitors from the community.

It was moved by Webb and seconded by Sargent to approve the consent agenda which included Agenda, Minutes from the November 1, 2017 Council Meeting, Claims for December 6, 2017 in the amount of $126,202.24, and Tax Abatement for 233 Ryan Circle Ruby.  All were in favor, motion carried.

Public Input: There was no public input at this time.

Department Head’s Reports were as follows:

Street Department: The new speed signs have been installed.  The Christmas decorations are up.

Water/Wastewater Department: Woodruff is still waiting on one door for the water plant.

City Clerk: The Utility Billing Clerk’s training was on Thursday.

Mayor Elect Andy Webb, City Council elect Jerry Balmer, and City Council elect Riley Larson were sworn in.

It has been six months since the council discussed the complaint about the property at 601 W. Maple.  The yard is being kept up better and there have been no more formal complaints so the council is satisfied at this point.

A motion was made by Webb and seconded by Zamzow to approve the first reading of Ordinance 105: An Ordinance Amending The Code Of Ordinances Of The City Of Roland, IA, By Amending Chapter 21, Section 21.02, Pertaining To Library Trustees.   Aye: Sargent, Zamzow, Burres, Webb, Ford.  Nay: none.  Motion carried.

A motion was made by Zamzow and seconded by Sargent to waive the second and third readings of Ordinance 105: An Ordinance Amending The Code Of Ordinances Of The City Of Roland, IA, By Amending Chapter 21, Section 21.02, Pertaining To Library Trustees.   All were in favor, motion carried.

A motion was made by Burres and seconded by Sargent to approve the final reading of Ordinance 105: An Ordinance Amending The Code Of Ordinances Of The City Of Roland, IA, By Amending Chapter 21, Section 21.02, Pertaining To Library Trustees.   Aye: Webb, Ford, Zamzow, Burres, Sargent.  Nay: none.  Motion carried.

A motion was made by Webb and seconded by Ford to approve the Vinson Sewer Charge Request.  All were in favor, motion carried.

A motion was made by Ford and seconded by Sargent to approve pay estimate of $47,313.86 to Rognes Corporation for Samson Sewer Project.  All were in favor, motion carried.

A motion was made by Ford and seconded by Webb to approve the insurance renewal.  All were in favor, motion carried.

A motion was made by Zamzow and seconded by Ford to go into Closed Session: Iowa Code: Chapter 21 section J, Discussion on property located at 201 N. Main Street at 6:14pm.  At 6:24pm the meeting was reopened to the public.  Mayor Balmer summarized the council’s consensus as the roof of the building at 201 N. Main has had it’s roof fall in and they have asked the City’s attorney if the City would take the building.  The City will work with the property owner if they agree to do the asbestos testing and removal as part of the Derelict Building Grant and work with them to tear the building down after that.

Mayor Balmer stated that the Board of Adjustment Recommendation for 701 W. Maple has been scratched from the agenda because it was found that the Board of Adjustment’s rulings are final and do not need council approval.

Public Input: There was no public input at this time.

Mayor/Council Comments: Mayor Balmer said that the planned appointment for the Library Board vacancy was not going to work out and that appointing Andrew Oetker will be on the next agenda.  He asked about boards using the old City Hall building for meetings.  They can use the Community Center and check out a key as needed.

CM Webb wanted to make sure that at least three council members will be at the December 20th and January 3rd meetings.  There will be at least three there.

CM Burres asked about the property owner having to file an insurance claim with another property owner after the sewer main break.  He was corrected that it was water, not sewer, and that it was a private service, not a City main.  The City is not responsible for private service lines, so the property damaged would have to work with the property that caused the damage.  He asked if his service went bad and damaged another property if he would be responsible, which he would be.

With no further business at this time, Burres moved for adjournment of the meeting at 7:56 pm seconded by Webb.  All were in favor, motion carried.  The next regular scheduled meeting will be Wednesday, December 20, 2017 at 6:00 pm at the Roland Community Center.
