Regular Session
Wednesday, February 7, 2018

The Roland City Council met in regular session on Wednesday, February 7, 2018.  The meeting was held at 6:00 pm at the Roland Community Center with Mayor Andy Webb presiding.  Council members present at roll call were Jerry Balmer, Aaron Burres, Riley Larson, and Jerry Zamzow.  Absent: Doug Sargent.  Also present were Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 13 visitors from the community.

It was moved by Zamzow and seconded by Balmer to approve the consent agenda which included Agenda, Minutes from the January 17, 2018 Council Meeting, and Claims for February 7, 2018 in the amount of $27,676.00 after moving agenda item 9 to after number 4.  All were in favor, motion carried.

Public Input: Deputy Schroeder gave out pamphlets of information about a fundraiser of the Sheriff’s Office wanting to purchase AED’s for all of the vehicles and buildings.  They are $1,595 each and will cost a total of $71,775.  They have raised $2,500 so far.  Consensus of the council was to have Mayor Webb sign a letter of support for this fundraiser.  The City would like more snow ordinance tickets written after snowfalls as they have time.

Department Head’s Reports were as follows:

Street Department: Nothing new to report.

Water/Wastewater Department: Another pool company gave information on their services.  They are a design-build company which would have to be worked around if they were to do the project, but there would be significant savings if this could be done.  A Tnemec Paint representative will be here on Monday to look at the Water Plant paint that is failing.  CM Balmer mentioned that he knew there were issues with the bills last month and they ended up all being estimated and wondered if they went out correctly this month.  It is believed that that were correct this month, when Jodi gets back it can be checked.

City Clerk: Nothing new to report.

CM Sargent arrived at 6:12pm.

Members of the Library Board, Park Board, Pool Board, Fire Department, and Response Team were present to present their needs and requests for the budget to the council.

A motion was made by Balmer and seconded by Zamzow to allow Roland Youth Sports to put up a scoreboard at the south field at Britson Park.  All were in favor, motion carried.

A motion was made by Sargent and seconded by Balmer to all Roland Youth Sports to put up advertising signs on the fence of the south field at Britson Park.  All were in favor, motion carried.

Michael Hart of Northland Security presented information about the necessary sewer rate increases for the DNR required lagoon upgrades.  An average bill would go up $35.00 a month and the consensus of the council is to go with an option that would put a larger increase on usage rather than base rate.  This would mean that the properties that use more water would be paying more.  The council plans to have this increase go into effect at one time rather than in steps like the last increase.  Hart then presented information about the City’s bonding capacity.

A motion was made by Balmer and seconded by Sargent to approve Resolution 18-03: Resolution To Call For A Public Hearing To Amend FY18 Budget.  Aye: Sargent, Larson, Burres, Zamzow, Balmer.  Nay: none.  Motion carried.

The hiring committee will review job applications tonight after the meeting and schedule necessary interviews.

Mayor/Council Comments: CM Zamzow had a citizen ask what the old City Hall building will be used for.  It is being used for storage and still houses files.

CM Balmer is working with the Park and Pool Boards to switch control of the park area next to the pool to be under the control of the Park Board which will require an Ordinance change.

CM Zamzow asked if the insurance situation for the baseball and softball has been resolved.  Nothing further has been discussed.

Public Input: Nathan Hovick invited everyone to the Roland Fire Department and Response Team Pancake Breakfast Fundraiser on February 24th from 7am to 11am at the Community Center.

With no further business at this time, Sargent moved for adjournment of the meeting at 7:00pm seconded by Burres.  All were in favor, motion carried.  The next regular scheduled meeting will be Wednesday, February 21, 2018 at 6:00 pm at the Roland Community Center.
