The Roland City Council met in regular session on Wednesday, May 3, 2017. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding. Council members present at roll call were Aaron Burres, Larry Ford, Doug Sargent, Andy Webb, and Jerry Zamzow. Absent: none. Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 5 visitors from the community.
It was moved by Sargent and seconded by Ford to approve the consent agenda which included Agenda, Minutes from the April 19, 2017 Council Meeting, and Claims for May 3, 2017 in the amount of $154,587.38. All were in favor, motion carried.
Public Input: School Superintendent Patton brought up moving forward with the school drop off ideas presented at the last meeting. The City’s engineer would recommend having the project designed by an engineer to ensure that the area drains properly. Consensus of the council is to have the school pay for curb and gutter and the City pay for the signs, drains, and engineering.
Brian Hill announced that starting next week; Outsiders Pub will be having bike nights every Wednesday evening and requested to have parking areas designated as motorcycle parking only during this time. The council was fine with Outsiders setting some cones out to encourage motorcycle parking, but it would not be enforceable.
Lynn Schulte reported that RADC has accepted a bid on the sewer project they are working on and that they will be going beyond the current building with the sewer main so that future buildings have a place to connect. There is a June 30 completion date for this project. They also have a prospect for lot 3.
Department Head’s Reports were as follows:
Street Department: Nothing to report at this time.
Water/Wastewater Department: Received an email that the directional boring subcontractor will be starting in 1-2 weeks and the open cut crew will be starting in a month.
City Clerk: Nothing to report. Council asked if the pool has hired a manager, she believes the pool board is reviewing applications tonight.
At 6:29pm, Mayor Balmer opened the Public Hearing on Proposed Amendment to the Roland Urban Renewal Area. Hearing no comments and no written comments, a motion was made by Zamzow and seconded by Burres to close the Public Hearing at 6:30pm. All were in favor, motion carried.
A motion was made by Zamzow and seconded by Sargent to approve Resolution 17-23: Resolution to Declare Necessity and Establish an Urban Renewal Area, Pursuant to Section 403.4 of the Code of Iowa and Approve Urban Renewal Plan Amendment for the Roland Urban Renewal Area. Aye: Ford, Zamzow, Webb, Sargent, Burres. Nay: None. Motion carried.
Jordan Damhoff of 301 S. Logan was present to discuss why his shed shouldn’t have to meet the setback requirements because he doesn’t think that a side yard towards a street should be considered a front yard. A motion was made by Burres and seconded by Webb to ignore the shed location unless a formal complaint is issued. Aye: Burres, Webb. Nay: Ford, Sargent, Zamzow. Motion does not carry. A conversation about if city staff is supposed to inform council of things they notice that do not meet code. Consensus of the council is for the staff to continue notifying the council of things that are not compliant and that the council will take necessary action.
A motion was made by Webb and seconded by Ford to approve Resolution 17-24: Resolution Authorizing Signatures For The City Of Roland Bank Account At Availa Bank. Aye: Webb, Sargent, Zamzow, Burres, Ford.
A motion was made by Ford and seconded by Webb to approve the first reading of Ordinance 101: Ordinance Amending The Code of Ordinances Of The City Of Roland, Iowa, By Repealing Chapter 57, Pertaining To The Keeping Of Pit Bull Dogs. Aye: Ford, Burres, Zamzow, Sargent, Webb. Nay: none. Motion carried.
A motion was made by Webb and seconded by Burres to waive the second and third reading of Ordinance 101: Ordinance Amending The Code of Ordinances Of The City Of Roland, Iowa, By Repealing Chapter 57, Pertaining To The Keeping Of Pit Bull Dogs. All were in favor, motion carried.
A motion was made by Sargent and seconded by Ford to approve the final reading of Ordinance 101: Ordinance Amending The Code of Ordinances Of The City Of Roland, Iowa, By Repealing Chapter 57, Pertaining To The Keeping Of Pit Bull Dogs. Aye: Burres, Sargent, Webb, Zamzow, Ford. Nay: none. Motion carried.
Mayor/Council Comments: Mayor Balmer moved the trees at Britson Park, can the rocks be moved? CM Sargent suggested adding some markers showing how to park in the lot. CM Zamzow visited the Library backroom and said it looks nice, he also heard they were awarded more grants. Mayor Balmer asked when the best time to do the shelter house electric work would be. CM Webb shared that the Kiwanis/Friends N’ Service will be having a Library fundraiser BBQ during the garage sales.
Public Input: There was no public input at this time.
With no further business at this time, Webb moved for adjournment of the meeting at 7:00 pm seconded by Ford. All were in favor, motion carried. The next regular scheduled meeting will be Wednesday, May 17, 2017 at 6:00 pm at the Roland Community Center.
