Regular Session
Wednesday, September 20, 2017

 The Roland City Council met in regular session on Wednesday, September 20, 2017.  The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding.  Council members present at roll call were Aaron Burres, Larry Ford, Doug Sargent, and Jerry Zamzow.  Absent: Andy Webb.  Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 2 visitors from the community.

It was moved by Sargent and seconded by Burres to approve the consent agenda which included Agenda, Minutes from the September 6, 2017 Council Meeting, and Claims for September 20, 2017 in the amount of $132,029.38.  All were in favor, motion carried.

 Public Input: There was no public input at this time.

Department Head’s Reports were as follows:

Street Department: The speed sign has been ordered.  Jeff Blume has asked the City to contact Dave Lyons to pay for half of the concrete that needs to be replaced on Ryan Cr. from a project they did last year.  CM Ford has also talked to Blume and knows the situation.  Consensus of the council is that the contractor was Jeff Blume and he found Dave Lyons as help.  The City paid them both individually, but Blume is considered the contractor and is responsible.  They want it replaced by October 15 or wait until spring.

 Water/Wastewater Department: The paving has been done, the concrete work and fence replacement should be worked on this week and seeding will follow for the sewer project.  The water plant is still waiting on doors and there is still a lot of cleaning or repainting that needs to be done.  There was a proposal from USAquatics for $177,500.00 for designing the new pool through completion and the price would go up if construction costs are over $2,000,000.  Consensus of the council is to move forward with Water’s Edge for design and get a proposal from them.

City Clerk: Harold and Nathan replaced the backroom and kitchen 8’ fluorescent lights at the Community Center with LED.  Quotes for wall construction, electrical, and door openers were discussed and consensus of the council is to move forward with moving City Hall to the front of the south half of the Community Center.

Mayor Balmer opened the Public Hearing: Review Application for a State Revolving Fund Loan and make available to the public contents of an Environmental Information Document at 6:22 pm.  At 6:23 pm a motion was made by Ford and seconded by Burres to close the Public Hearing.  All were in favor, motion carried.

A motion was made by Ford and seconded by Burres to approve Resolution 17-38: Resolution Adopting Iowa State Revolving Fund Environmental Information Document.  Aye: Ford, Burres, Zamzow Sargent.  Nay: none. Motion carried.

Mayor Balmer proclaimed Halloween Beggars’ Night as October 30, 2017 from 6:00 pm to 8:00 pm.  The Library is also planning an event around 5:30 pm.

A motion was made by Zamzow and seconded by Ford to approve the Board of Adjustment’s recommendation for 301 S. Vine Variance.  All were in favor, motion carried.

A motion was made by Zamzow and seconded by Sargent to approve signing the Animal Control contract.  All were in favor, motion carried.

Public Input: There was no public input at this time.

Mayor/Council Comments: Mayor Balmer informed the council that Bob Harestad has resigned from the Library Board.  If anyone has interest or knows someone who would be interested in filling the position let the Library know.  One more company has submitted a price for the shelter house electric.  If the others don’t turn in a price by Friday the current low estimate will be awarded the job.

CM Ford asked about the lift that was discussed.  Annual inspections are required, but it would still be cheaper to own this unit than rent one.  Consensus of the council is to have Harold work on purchasing the lift.

CM Burres asked about spraying the grass along the curb.  The City cannot spray this after the complaint this summer, so either property owners need to take care of their own or the council will have to consider hiring someone to spray along the curbs in town.

With no further business at this time, Sargent moved for adjournment of the meeting at 6:38 pm seconded by Ford.  All were in favor, motion carried.  The next regular scheduled meeting will be Wednesday, October 4, 2017 at 6:00 pm at the Roland Community Center.
