Regular Session
Wednesday, September 6, 2017

The Roland City Council met in regular session on Wednesday, September 6, 2017.  The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding.  Council members present at roll call were Aaron Burres, Larry Ford, Doug Sargent, Andy Webb, and Jerry Zamzow.  Absent: none.  Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 3 visitors from the community.

It was moved by Ford and seconded by Webb to approve the consent agenda which included Agenda, Minutes from the August 16, 2017 Council Meeting, and Claims for September 6, 2017 in the amount of $62,729.92.  All were in favor, motion carried.

 Public Input: Deputy Schroeder told the council that the Sheriff’s Office is almost to full patrol staff.  They are hiring reserve officers and the jail is hiring.  There have been break ins in Collins, Kelley, Zearing, Gilbert and Story City.  They are going to have a “bar car” doing compliance checks now that they are full staff.  The council thanked them for the increased presence in town.

Department Head’s Reports were as follows:

Street Department: A 9 inch speed sign will be ordered to see how visibility is with it.

 Water/Wastewater Department: The water project is moving along slowly, they are waiting on parts and have a lot of cleaning to do.  The sewer project had most of the final testing done and they are going to start working on final grade and finishing.  There is no timeline yet for paving.

City Clerk: The pool survey has been created and there have been 180 responses so far.  Does the council want to set a special election date?

A motion was made by Webb and seconded by Sargent to approve Resolution 17-36: Resolution To Approve The City Urban Renewal Report FYE June 30, 2017.  Aye: Webb, Ford, Zamzow, Burres, Sargent.  Nay: none. Motion carried.

A motion was made by Ford and seconded by Burres to approve Resolution 17-37: Resolution Temporarily Closing N Main Street From Poplar Street To Ash Street In Roland, Iowa, No Traffic On October 21, 2017.  A dirt pile on the street will also be allowed.  Aye: Sargent, Burres, Webb, Zamzow, Ford.  Nay: none. Motion carried.

A motion was made by Webb and seconded by Ford to approve pay estimate #2 for Woodruff Construction for $68,879.74.  All were in favor, motion carried.

A motion was made by Webb and seconded by Sargent to approve the first reading of Ordinance No. 104 – An Ordinance Amending The Code Of Ordinances Of The City Of Roland, Iowa By Amending 65.02 Section (3) Pertaining To Stop Signs.  Aye: Ford, Zamzow, Burres, Sargent, Webb.  Nay: none. Motion carried.

A motion was made by Zamzow and seconded by Burres to waive the second and third readings of Ordinance No. 104 – An Ordinance Amending The Code Of Ordinances Of The City Of Roland, Iowa By Amending 65.02 Section (3) Pertaining To Stop Signs.  All were in favor, motion carried.

A motion was made by Sargent and seconded by Ford to approve the final reading of Ordinance No. 104 – An Ordinance Amending The Code Of Ordinances Of The City Of Roland, Iowa By Amending 65.02 Section (3) Pertaining To Stop Signs.  Aye: Zamzow, Sargent, Ford, Webb, Burres.  Nay: none. Motion carried.

Mayor/Council Comments: Mayor Balmer asked if more bids for electric at the park shelter had come in.

CM Ford thinks that a lot of the banners on poles that RADC put up look bad and wondered if the City should replace them.  The City does not have a way to replace them unless a lift is rented.  Harold looked at a lift and is considering it instead of renting for Christmas decorations.  The council is concerned about annual inspections on the lift and certifications for operating.

CM Sargent reported that John Kline has asked about having the end of his alley asphalted or tar and rock put down.

CM Webb will be attending the animal control meeting

CM Zamzow wondered if packaging the potential upcoming bonds together for a vote would be better than having multiple elections.

Public Input: There was no public input at this time.

With no further business at this time, Webb moved for adjournment of the meeting at 6:56 pm seconded by Burres.  All were in favor, motion carried.  The next regular scheduled meeting will be Wednesday, September 20, 2017 at 6:00 pm at the Roland Community Center.
