Minutes of the Roland City Council
Regular Session
Wednesday, June 18, 2014 

The Roland City Council met in regular session on Wednesday June 18, 2014.  The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding.  Council members present at roll call were Larry Ford, Doug Sargent, and Andy Webb.  Absent: Jerry Zamzow and Brian Hill.  Also present were City Clerk Jodi Meredith, Water/Wastewater Superintendent Nathan Hovick, and 2 visitors from the community.

It was moved by Ford and seconded by Webb to approve the consent agenda which included Agenda, Minutes from the June 4, 2014 Council Meeting, Minutes from the June 9, 2014 Special Council Meeting, and Claims for June 18, 2014 in the amount of $51,683.25.  All were in favor, motion carried.

Public Input: There was no public input at this time.

Department Head’s Reports were as follows:

Street Department:  The street sweeper was in town today.  Mosquito spraying will be done Thursday evenings as weather permits.

Water/Wastewater Department:  The pool is open and not leaking at this time.  It would be a good idea to sandblast, seal, and paint the pool this fall to seal up all of the small cracks that are leaking.  Nutriject was contacted about the lagoon aerator rehab that was supposed to be done this spring.  They will call back with a timeframe of when work will be done.

City Clerk:  Nothing new to report at this time.

At 6:05 pm, Mayor Balmer opened the Public Hearing for the Environmental Study.  Engineer Forrest Aldrich explained the reason for the public hearing.  Hearing no public comments, a motion was made by Ford and seconded by Sargent to close the Public Hearing at 6:09 pm.  All were in favor, motion carried.

A motion was made by Webb and seconded by Ford to approve Resolution 14-20: Resolution Adopting Iowa State Revolving Fund Environmental Information Document.  Aye: Sargent, Webb, Ford.  Nay: none.  Motion carried.

At 6:09 pm, Mayor Balmer opened the Public Hearing for the Vine Street Water Project.  Hearing no public comments, a motion was made by Sargent and seconded by Webb to close the Public Hearing at 6:10 pm.  All were in favor, motion carried.

A motion was made by Sargent and seconded by Webb to approve Resolution 14-21: Resolution Adopting Plans, Specifications, Form of Contract, and Estimate of Cost.  Aye: Webb, Sargent, Ford.  Nay: none.  Motion carried.

CM Hill arrived at 6:14 pm.

A motion was made by Ford and seconded by Webb to waive the informality or technicality of not having a unit price for seeding in the bid form received from Hall Backhoe and Trenching.  Aye: Ford, Sargent, Webb.  Nay: none.  Abstain: Hill.  Motion carried.

A motion was made by Webb and seconded by Ford to approve resolution 14-22: Resolution Awarding Contract For The Vine Street Water Project which will be with the Engineer’s recommendation of lowest bidder Hall Backhoe and Trenching with a base bid of $191,862.60.  Aye: Webb, Sargent, Ford.  Nay: none.  Abstain: Hill.  Motion carried.

Consensus of the council was to have the Mayor sign a letter of interest in the Lead Hazard Control Program.

There was a discussion about reinstating a sidewalk program.  The council would like to repair City owned sidewalks with the money and then discuss a program.  There was a discussion about new constructions that have not installed sidewalks.  There was discussion about having sidewalks brought up to code before properties in Roland could be sold.  The council will discuss sidewalks more at the next meeting.

Mayor/Council Comments: CM Ford asked if the driveway approach on Bryan that had been talked about a couple years ago had ever been replaced.  It has not.

Mayor Balmer reminded everyone that there will be pictures after the next meeting.

Public Input:  There was no public input at this time.

With no further business at this time, Sargent moved for adjournment of the meeting at 6:49 pm seconded by Hill.  All were in favor, motion carried.  The next regular scheduled meeting will be Wednesday, July 2, 2014 at 6:00 pm at the Roland Community Center.
