Minutes of the Roland City Council
Wednesday, August 21, 2019
The Roland City Council met in regular session on Wednesday,
August 21, 2019. The meeting was held at
6:00 pm at the Roland Community Center with Mayor Andy Webb presiding. Council members present at roll call were Jerry
Balmer, Doug Sargent, and Kailah Schmitz. Absent: Aaron Burres, Riley Larson. Also present were City Clerk Jodi Meredith, Public
Works Assistant Director Dalton Johnston, and 6 from the public.
It was moved by Sargent and seconded by Balmer to approve
the consent agenda which included Agenda, Minutes from the August 7, 2019
Council Meeting, Claims for August 21, 2019 in the amount of $68,69.48. All were in favor, motion carried.
Public Input: There
is a problem of parking in the alley on Main/Cottonwood Street. Story County
Sheriff has been called on the vehicles but no citations have been issued.
Consensus of the council is to have another letter sent to the property owner
that vehicles will be towed.
Department Head’s Reports were as follows
Director: Dalton reported that an estimate of $8,000 from a contractor has
received to replace the curb and gutter. Consensus of the council is to move
forward with the project. The pool had issues with a chemical pump. Storm
intake boxes have been cleaned, half of the sanitary sewer lines have been
cleaned and one fourth of the lines were televised. General maintenance has
been being done around town. All the three Public Works employee’s will be
attending up coming CEU/upgrade classes. A wedding was held at Bear Creek Park
and the party left trash all over. Discussion on drawing up an agreement that
people wanting to use the shelter would have to pay a fee and put down a
deposit for the use of the shelter. CM Sargent asked if East and Maple Street
would be getting more rock, this will be patched when Manatt’s comes into do
City Clerk: AFR
(Annual Financial Report) is changing. Nothing else to report
Mayor Webb reported that the pool is receiving a grant from
Story County for approximately $50,000.00.
Balmer moved to accept the Mayors appointment of Jeff
Schmitz to the Board of Adjustment, seconded Sargent, all AYE, Motion Carried.
Schmitz moved to approve Resolution 19-21 To Increase The
Wage Of The City Clerk/Treasurer, seconded Balmer, AYE: Balmer, Schmitz,
Sargent, Absent: Burres, Larson
Proclamation for Halloween beggars night by the Mayor Webb
will be October 31, 2019
Balmer moved to
approve Pay Estimate #10 in the Amount of $190,646.00 to Woodruff Construction
for the Lagoon Project, seconded Schmitz. All Aye, Motion Carried.
Balmer moved to
approve the Lagoon Project Change Order #6 for the completion times, seconded
Schmitz, All Aye, Motion Carried.
presented the council with the bid that he received for the backyard drainage
issue. Schmitz moved to approve the backyard drainage project at the Public
Works Directors discretion for installing the storm tile, seconded Balmer, All
Aye Motion Carried.
Public Input: Ordinances
are not being kept update on the website, will check into this more.
With no further business at this time, Sargent moved for adjournment
of the meeting at 6:56 pm seconded by Balmer.
All were in favor, motion carried.
The next regular scheduled meeting will be Wednesday, September 4, 2019
at 6:00 pm at the Roland Community Center.
