The Roland City Council met in regular session on Wednesday August 20, 2014. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding. Council members present at roll call were Brian Hill, Larry Ford, Doug Sargent, Andy Webb, and Jerry Zamzow. Absent: none. Also present were Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 5 visitors from the community.
It was moved by Webb and seconded by Sargent to approve the consent agenda which included Agenda, Minutes from the August 6, 2014 Council Meeting, and Claims for August 20, 2014 in the amount of $52,621.38. All were in favor, motion carried.
Public Input: Matt Patton introduced himself as the new superintendent of the Roland-Story school district.
Department Head’s Reports were as follows:
Street Department: Bargain has done some crack sealing on Samson and a 30 foot example on E. Maple.
Water/Wastewater Department: The Vine Street water main project is still being completed. Dryer Painting asked if the pool was still going to be painted this fall. The council would like this to be done and Mayor Balmer will contact the pool board to see what their plans are. Northern Natural Gas has a presentation for public officials available.
City Clerk: Nothing at this time.
A motion was made by Ford and seconded by Zamzow to approve Resolution 14-27: Resolution To Approve The City Annual Financial Report FYE June 30, 2014. Aye: Sargent, Zamzow, Ford, Webb, Hill. Nay: none. Motion carried.
Becky Ford from Veenstra & Kimm, Inc. gave an update on the Sponsored Project.
A motion was made by Zamzow and seconded by Webb to approve pay estimate 2 for $15,489.74 to Hall Backhoe & Trenching. Aye: Ford, Sargent, Webb, Zamzow. Nay: none. Abstain: Hill. Motion carried.
A motion was made by Webb and seconded by Sargent to approve the Mayor’s appoints to the Library Board of Shauna Anthony and Marilyn Gibbons, both terms expiring June 30, 2017. All were in favor, motion carried.
Consensus of the council was to make the public aware that the City will be measuring trees and bushes over streets, sidewalks, and alleys for compliance with the code by publishing a statement in the paper, social media, website, LED sign, and posting locations. A week later letters will be sent to properties in violation.
Mindi Balmer and Josh Greenfield discussed reseeding Britson Park. They have received two bids for the work. A motion was made by Webb to give the park board $20,000.00 from the general fund to fund the project. The motion died due to lack of a second. The council would like the park board to see if some of the ground work can be done beforehand to reduce the cost, find some of the money in their budget, and see if other groups that use the park would put money towards the project. This topic will be on the next agenda.
A motion was made by Webb and seconded by Hill to direct city staff to contact homeowners in violation of the sidewalk ordinance for new constructions and let them know that their property needs to be brought into compliance by September 1, 2015 or the city will install the sidewalk and assess the cost to the property. All were in favor, motion carried.

With no further business at this time, Sargent moved for adjournment of the meeting at 7:10 pm seconded by Webb. All were in favor, motion carried. The next regular scheduled meeting will be Wednesday, September 3, 2014 at 6:00 pm at the Roland Community Center.
