Minutes of the Roland City Council
Regular Session
Wednesday, August 5, 2015

 The Roland City Council met in regular session on Wednesday August 5, 2015. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding. Council members present at roll call were Larry Ford, Brian Hill, Doug Sargent, Andy Webb, and Jerry Zamzow. Absent: none. Also present were City Clerk Jodi Meredith, Water/Wastewater Superintendent Nathan Hovick and 4 visitors from the community.

It was moved by Webb and seconded by Sargent to approve the consent agenda which included Agenda, Minutes from the July 15, 2015 Council Meeting, and Claims for August 5, 2015 in the amount of $62,052.37. All were in favor, motion carried.

 Public Input: There was no public input at this time.

Department Head’s Reports were as follows:

Street Department: Around 275 letters will be sent out for needing to trim trees. This is over fifty percent of the properties in town. Manatt’s was in town to look at streets to be overlaid. Ford asked about the corner of Cottonwood and Maple. It is unknown how much will get torn up for the water project, so nothing is planned at this time.

 Water/Wastewater Department: The Maple St. portion of the water main project should be completed next week. The IDNR said that because of a contamination plume found in 1996, the materials would need to be changed for the Cottonwood portion of the project. This will increase the price and put the project over budget, but money can be used from savings. The chemical controller for the pool has been ordered for a couple of weeks, but has not come in.

 City Clerk: The school has called in locates for parking signs. Mayor Balmer will contact the school to see what the signs are for to see if council approval is needed. He will also inquire about where the bus drop off area will be.

At 6:11 pm, Mayor Balmer opened the Public Hearing: Lease of R2 Lot to Roland-Story Consolidated School. There were no oral or written comments. After a review of the decision made at the last meeting, a motion was made by Webb and seconded by Zamzow to close the Public Hearing at 6:12 pm. All were in favor, motion carried.

A motion was made by Zamzow and seconded by Ford to approve RESOLUTION 15-17: A Resolution Authorizing the City Clerk To Make The Appropriate Interfund Transfer Of Sums In The Appropriate Manner For FY 2014-2015 For The City Of Roland, Iowa. Aye: Sargent, Ford, Zamzow, Hill, Webb. Nay: none. Motion carried.

A motion was made by Ford and seconded by Hill to approve RESOLUTION 15-1: A Resolution Authorizing the City Clerk To Make The Appropriate Interfund Transfer Of Sums In The Appropriate Manner For FY 2015-2016 For The City Of Roland, Iowa. Aye: Webb, Zamzow, Hill, Ford, Sargent. Nay: none. Motion carried.

A motion was made by Sargent and seconded by Hill to approve the Wastewater Plan Engineering Agreement with Veenstra & Kimm, Inc. All were in favor, motion carried.

Jordan Kappos of Veenstra & Kimm, Inc. informed the council that he has either met with or scheduled an appointment with all but two of the property owners about easements for the Samson Street Sanitary Sewer Project.

CM Ford has talked with a contractor out of Ames about doing the masonry work on the Community Center. He hopes to receive a bid in the next week. There was a discussion about ownership of the Community Center building if the City is going to put more money into upkeep. CM Webb will discuss this with the RADC group.

Mayor/Council Comments: Mayor Balmer asked how much sidewalk the council would like to see the school put in. He asked about getting a sidewalk installed on the east side of the pool from Maple St. to the parking area. He shared that the Library Foundation would like Britson Park to have the flagpole near their lot if it can be moved. The grass at Britson Park has been fertilized and over seeded again and needs to be mowed shorter or more often.

CM Hill shared that Casey’s will be remodeling the store in Roland.

Public Input: There was no public input at this time.

With no further business at this time, Zamzow moved for adjournment of the meeting at 6:45 pm seconded by Ford. All were in favor, motion carried. The next regular scheduled meeting will be Wednesday, August 19, 2015 at 6:00 pm at the Roland Community Center.
