The Roland City Council met in regular session on Wednesday December 17, 2014. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding. Council members present at roll call were Larry Ford, Doug Sargent, Andy Webb, and Jerry Zamzow. Absent: Brian Hill. Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 4 visitors from the community.
It was moved by Ford and seconded by Sargent to approve the consent agenda which included Agenda, Minutes from the December 3, 2014 Council Meeting, Claims for December 17, 2014 in the amount of $19,118.46, and Approve Tax Abatement for 412 Bryan Ave., Roland, IA. All were in favor, motion carried.
Public Input: Deputy Kester shared that the Sheriff’s Office has two new deputies out of the academy that will now be in three months of training. The vehicles that hadn’t moved from the previous snowfalls had been contacted and all were moved. If there is a problem again just let the office know. There have been more small burglaries around the county.
Department Head’s Reports were as follows:
Street Department: There is nothing new to report.
Water/Wastewater Department: The public education materials have been distributed.
City Clerk: Preliminary budget numbers have been presented to the council for review.
After hearing a report from CM Webb about his discussion with the Story City Greater Chamber, a motion was made by Ford and seconded by Zamzow to approve a $300.00 donation to the Story City Greater Chamber. All were in favor, motion carried.
Mayor Balmer opened the Public Hearing: Amend Budget For FY 14-15 at 6:09pm.
Hearing no comments, a motion was made by Sargent and seconded by Webb to close the Public Hearing at 6:11pm. All were in favor, motion carried.
A motion was made by Webb and seconded by Zamzow to approve Resolution 14-37: Resolution Adopting The Amended Financial Budget For The City Of Roland, Iowa For The Fiscal Year 2014/15. Aye: Webb, Ford, Zamzow, Sargent. Nay: none. Motion Carried.
Lynn Schulte of RADC informed the council that they are working with a Roland business interested in purchasing an industrial park lot and may have another party interested in a lot. The RADC is alright this year financially, however if the roof needs replaced at the community center in the next few years, they would be asking the City to budget for that cost. There was a discussion about the foundation of the Community Center now that the old library has been torn down. CM Ford would like to have a document stating that if the RADC were to ever dissolve, the Community Center and industrial park lots would be turned back over to the City of Roland.
A motion was made by Ford and seconded by Webb to approve Resolution 14-37: Resolution Canceling The Public Hearing For The Cottonwood Sewer Project. Aye: Zamzow, Webb, Sargent, Ford. Nay: none. Motion carried.
Item 9, Public Hearing: Cottonwood Sewer Project was cancelled by the previous resolution.
Mayor Balmer opened Public Hearing: Residential Lot Lease at 6:27pm.
Hearing no comments, a motion was made by Zamzow and seconded by Webb to close the public hearing at 6:28pm. All were in favor, motion carried.
A motion was made by Zamzow and seconded by Webb to approve Resolution 14-36: Resolution For Leasing Residential Property. Aye: Sargent, Ford, Webb, Zamzow. Nay: none. Motion carried.
A motion was made by Webb and seconded by Ford to approve Resolution 14-38: Resolution Supporting The City Of Marshalltown’s Housing & Community Development Department. Aye: Sargent, Ford, Webb, Zamzow. Nay: none. Motion carried.
A motion was made by Ford and seconded by Webb to have CM Webb talk with Jack Frandsen to get permission to include the land he owns which is inside city limits added to the City’s Urban Renewal Plan and to have the City Clerk start the legal process with Simmering-Cory to accomplish this. All were in favor, motion carried.
Mayor/Council Comments: CM Sargent had a contractor ask him about a restriction of number of bidders for the sewer project. Jordan Kappos of Veenstra & Kimm said that it is a public bid and there are no restrictions.
CM Webb asked what the tax abatement in Roland is. It is for five years on $75,000.00.
Mayor Balmer thanked the Roland Kiwanis for having a City employee appreciation dinner.
CM Ford stated that he will start trying to get in contact with Strum’s regarding the easement.
Public Input: There was no input at this time.
With no further business at this time, Sargent moved for adjournment of the meeting at 6:43 pm seconded by Webb. All were in favor, motion carried. The next regular scheduled meeting will be Wednesday, January 7, 2015 at 6:00 pm at the Roland Community Center.
