Minutes of the Roland City Council
Regular Session
Wednesday, December 4, 2019

The Roland City Council met in regular session on Wednesday, December 4, 2019. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Andy Webb presiding. Council members present at roll call: Jerry Balmer, Aaron Burres, Doug Sargent, and Kailah Schmitz. Absent: Riley Larson. Also present were City Clerk Jodi Meredith, Public Works Director Nathan Hovick, Assistant Public Works Director Dalton Johnston, and 4 from the public.

It was moved by Balmer and seconded by Burres to approve the consent agenda which included Agenda, Minutes from the November 20, 2019 Council Meeting, Minutes from the November 08, 2019 Special Council Meeting, and Claims for December 4, 2019 in the amount of $45,207.32. All were in favor, motion carried.

Public Input: Deputy Schroeder had nothing new to report from the Sheriff’s Office. He reminded everyone that roads are slick in the mornings from frost.

Department Head’s Reports were as follows
Public Works Director: Soil sample borings for the bridge will be done Friday. There have been no applications turned in yet for the Public Works Operator/Laborer position. The water department donated a pine tree to Story City for their Christmas tree at the intersection of Broad and Pennsylvania.

City Clerk: Potential additional pool cost items were presented. There is one open position on the Board of Adjustments and three open positions on Planning and Zoning.

Jay Wilson from the Story City Chamber presented about what the benefit to the City of Roland is by being a member. A motion was made by Balmer and seconded Sargent to have the City of Roland move up to the $400.00 level membership with the Story City Chamber. All were in favor, motion carried.

Mayor Webb opened the Public Hearing Pool at 6:14pm.

Michael Fisher from Water’s Edge Design gave a summary of the process that he has went through as directed by the council. At 6:17pm a motion was made by Burres and seconded by Schmitz to close the Public Hearing Pool. All were in favor, motion carried.

A motion was made by Schmitz and seconded by Sargent to approve Resolution 19-30: Resolution Adopting Plans, Specifications, Form of Contract, and Estimate of Cost. Aye: Sargent, Schmitz, Balmer. Nay: Burres. Motion carried. CM Burres noted that his no vote was due to not recalling ever seeing plans and specs.

A motion was made by Balmer and seconded by Schmitz to approve the base bid only, without the alternate, version of Resolution 19-31: Resolution Awarding Contract For The Roland Swimming Pool Project. Aye: Burres, Sargent, Schmitz, Balmer. Nay: none. Motion carried.

Mayor/Council Comments: CM Schmitz asked if the City sends out a newsletter. The City sends out reminders of relevant Codes for the various seasons, posts agendas and minutes, and has the Facebook page and website to keep everyone updated.
Mayor Webb shared that the Library and Friends N Service will be having a fundraiser for the 150th Celebration during the Christmas tree lighting events on Saturday.
CM Balmer asked if the RADC group is still a group. Mayor Webb shared that it is and they are trying to recruit new members.

Public Input: There was no input.

With no further business at this time, Sargent moved for adjournment of the meeting at 6:55 pm seconded by Burres. All were in favor, motion carried. The next regular scheduled meeting will be Wednesday, December 18, 2019 at 6:00 pm at the Roland Community Center.
