Minutes of the Roland City Council
Regular Session
Wednesday, February 19, 2014

The Roland City Council met in regular session on Wednesday February 19, 2014. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Roger Fritz presiding. Council members present at roll call were Jerry Balmer, Larry Ford, Brian Hill, and Andy Webb. Absent: Doug Sargent. Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and Forrest Aldrich and Jordan Kappos from Veenstra & Kimm.

It was moved by Webb and seconded by Ford to approve the consent agenda which included Agenda, Minutes from the February 5, 2014 Council Meeting, and Claims for February 19, 2014 in the amount of $22,447.10. All were in favor, motion carried.

Public Input: There was no public input at this time.

Department Head’s Reports were as follows:
Street Department: A few intakes in town are not working because they are apparently froze. The water will run down the street to the next intake.

Water/Wastewater Department: The GIS site has been shut down, so V&K is going to provide an estimate to host the site. The Industrial Park Lift Station discharge froze and broke, so new piping is being installed. Four water services are known to have frozen in Roland. The mayor and council wished to compliment the city workers on the work they did to help resolve this issue.

City Clerk: Nothing to report.

A motion was made by Ford and seconded by Balmer to authorize Mayor Fritz to sign the Story County Sherriff’s 28E Contract. All were in favor, motion carried.

A motion was made by Ward and seconded by Balmer to approve the first reading of Ordinance No. 88: An Ordinance Amending The Code Of Ordinances Of The City Of Roland, Iowa, 2003, By Amending Chapter 75 Section 75.07-75.10 Pertaining To All-Terrain Vehicles. Aye: Ford, Webb, Hill, Balmer. Nay: none. Motion carried.

CM Sargent arrived at 6:20 pm.

A motion was made by Webb and seconded by Sargent to table the first reading on Ordinance No. 89 until the March 5, 2014 council meeting. All were in favor, motion carried.

A motion was made by Ford and seconded by Hill to approve Resolution 14-04: A Resolution To Call For A Public Hearing On Proposed Financial Budget For The City Of Roland, Iowa For The Fiscal Year 2014/15. Aye: Webb, Hill, Ford, Balmer, Sargent. Nay: none. Motion carried.

Engineers Forrest Aldrich and Jordan Kappos from Veenstra & Kimm reviewed the Facility Plan Report, Soil Borings Results, capabilities of boring the sewer, preliminary plans, Intended Use Plan, and the SRF Sponsored Project application. A special meeting will be held on Monday, February 24, 2014 at 8:00 am at City Hall to approve a resolution to submit the sponsored project application. A motion was made by Webb and seconded by Ford to authorize the Mayor to sign the Intended Use Plan. All were in favor, motion carried.

Mayor/Council Comments: Mayor Fritz asked about getting mayor/council pictures for the website. This will be done after the next meeting.
CM Webb will be going to the Story City GCC dinner.
CM Balmer thanked the city workers for their work during the frozen water service issues and stated that he thought they acted professionally.
CM Ford thanked CM Hill for the help he provided with the frozen service lines.

Public Input: There was no public input at this time.

With no further business at this time, Sargent moved for adjournment of the meeting at 7:52 pm seconded by Ford. All were in favor, motion carried. A Special Council Meeting will be held on Monday, February 24 at 8:00 am at the Roland City Hall. The next regular scheduled meeting will be Wednesday, March 5, 2014 at 6:00 pm at the Roland Community Center.
