Minutes of the Roland City Council
Wednesday, January 16, 2019
The Roland City Council met in regular session on Wednesday, January 16, 2019. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Andy Webb presiding. Council members present at roll call were Jerry Balmer, Aaron Burres, Brian Hill, Riley Larson, and Doug Sargent. Absent: none. Also present were City Clerk Jodi Meredith, Public Works Director Nathan Hovick, Public Works Assistant Dalton Johnston, and 11 from the public.
It was moved by Balmer and seconded by Sargent to approve the consent agenda which included Agenda, Minutes from the January 2, 2019 Council Meeting, Claims for January 16, 2019 in the amount of $60,685.51, and Approve Application for Tax Abatement 413 Bryan Ave. All were in favor, motion carried.
A motion was made by Burres and seconded by Balmer to move line item 5 to after line item 11. All were in favor, motion carried.
Public Input: There was no public input at this time.
Department Head’s Reports were as follows:
Public Works Director: The brush site is closed due to construction. Equipment is ready for snow.
City Clerk: The council position filled by CM Hill will also be on the election March 5 if that moves forward. Filing period will be January 21 through February 8 at 5:00 pm. The budget was discussed and the various boards reported what money they are asking for. Dustin Ingram discussed the finding of the committee for Building
At 6:26 pm, Mayor Webb opened the Public Hearing Budget Amendment. Hearing no input, a motion was made by Sargent and seconded by Burres to close the public hearing at 6:27 pm. All were in favor, motion carried.
A motion was made by Balmer and seconded by Hill to approve Resolution 19-02: Resolution Approving The Amended Budget For Fiscal Year July 1, 2018 – June 30, 2019. Roll call Aye: Sargent, Hill, Burres, Larson, Balmer. Nay: none. Motion carried.
A motion was made by Balmer and seconded by Hill to approve Resolution 19-03: Resolution Calling An Election On The Proposition Of Entering Into A General Obligation Swimming Pool Loan Agreement And Borrowing Money Thereunder In A Principal Amount Not To Exceed $3,100,000 For A Municipal Swimming Pool. Roll call Aye: Burres, Larson, Hill, Balmer, Sargent. Nay: none. Motion carried.
A motion was made by Balmer and seconded by Sargent to approve the mayor signing the Law Enforcement Contract for FY20. All were in favor, motion carried.
The annual audit report was discussed. There were no items of large concern.
A motion was made by Hill and seconded by Balmer to approve pay request #3 to Woodruff Construction in the amount of $375,725.00 for the Lagoon Project. All were in favor, motion carried.
A motion was made by Burres and seconded by Balmer to approve Resolution 19-04: Resolution To Increase The Wage Of The Part-Time Library Assistant $1.72 Per Hour, Effective January 17, 2019. Roll call Aye: Hill, Balmer, Larson, Sargent, Burres. Nay: none. Motion carried.
Attorney Joe Corrow informed the council that in the preliminary hearing for the Nacin case the judge ruled that the case will remain in small claims and denied the counter claims. The court date is February 11, 2019 at 1:00 pm.
Mayor/Council Comments: Mayor Webb said that the council needs to be out talking up the new pool and encouraging the public to vote in favor of it.
CM Balmer would like the information when it is available so he is passing along correct information.
Mayor Webb shared that RADC is still working with Frandsen about bringing in duplexes.
Public Input: There was no input at this time.
With no further business at this time, Sargent moved for adjournment of the meeting at 6:49 pm seconded by Hill. All were in favor, motion carried. The next regular scheduled meeting will be Wednesday, February 6, 2019 at 6:00 pm at the Roland Community Center.
