Minutes of the Roland City Council
Regular Session
Thursday, January 2, 2020

The Roland City Council met in regular session on Wednesday, January 2, 2020. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Andy Webb presiding. Council members present at roll call: Jerry Balmer, Joe Corrow, Riley Larson, Russ Neely, and Kailah Schmitz. Absent: none. Also present were City Clerk Jodi Meredith, Public Works Director Nathan Hovick, and Assistant Public Works Director Dalton Johnston.

It was moved by Balmer and seconded by Schmitz to approve the consent agenda which included Agenda, Minutes from the December 18, 2019 Council Meeting, and Claims for January 2, 2020 in the amount of $27,959.61. All were in favor, motion carried.

Public Input: There was no input.

Department Head’s Reports were as follows
Public Works Director: Budgets are being worked on. Sewer should be fine, streets will be asking for more to fund the bridge replacement, and water will need rates raised if any projects are to be done.

City Clerk: The council should provide input on the Rules of Order and Procedures that was sent out. W2s and 1099s have been sent out, reports are being completed, and groups will be invited to the February 2nd meeting to discuss budgets.

A motion was made by Balmer and seconded by Schmitz to approve Resolution 20-01: Resolution To Call For A Public Hearing For Tax Levy. Aye: Neely, Corrow, Schmitz, Balmer, Larson. Nay: none. Motion carried.

Mayor/Council Comments: CM Balmer asked about looking into having the City pay for sidewalks along the industrial park properties to keep people from walking in the street. This led to a lengthy discussion about how to get sidewalks installed where missing and repaired where in poor condition.
CM Balmer asked about the open position. There have only been a couple of applications so it has now been listed on Indeed.
Mayor Webb shared that Dollar General has not purchased any ground yet and would prefer ground outside of city limits so they can use a septic system.

Public Input: There was no input.

With no further business at this time, Schmitz moved for adjournment of the meeting at 6:28 pm seconded by Neely. All were in favor, motion carried. The next regular scheduled meeting will be Wednesday, January 15, 2020 at 6:00 pm at the Roland Community Center.
