The Roland City Council met in regular session on Wednesday, January 3, 2012. The meeting was held at 6 pm at the Roland Community Center with Mayor Roger Fritz presiding. Council members present at roll call were, Duane Canny, Larry Ford, Jeri Neely, and Chad Proctor. Absent: Doug Sargent. Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, , and 1 member of the community.
It was moved by Ford and seconded by Johnson to approve the consent agenda which included Agenda, Minutes from December 12, 2011, Claims for January 3, 2012, and Confirmation: Signatures on First American Bank General Checking last four digits 4131 with the City of Roland (On: Roger Fritz, Jeri Neely, Larry Ford, Janet Olson, Duane Canny. Add: Doug Sargent, Chad Proctor, Jodi Meredith. Delete: Corey Johnson, Deneen Frost. Bank cards: Janet Olson, Nathan Hovick, Jodi Meredith, Harold Hovick). All were in favor.
Public Input: Deputy Aaron Kester from the Story County Sheriff’s Office reported that he will now be the community policing officer for Roland. If the council has questions or concerns they can contact him. Fritz asked about traffic control during a fun run for a park fund raiser. Kester said to contact Lt. Dodd or Sgt. Mortvedt a few weeks beforehand and it shouldn’t be a problem.
Council member Doug Sargent arrived at 6:02 pm.
Department Head’s Reports were as follows:
Street Department: Street Superintendent Harold Hovick reported that a police report has been filed for illegal dumping at the brush pile over the New Year’s weekend. Deputy Kester noted that other communities have installed cameras because of similar problems and recommended that Roland look into one. The consensus of the council is to have cameras installed so violators may be prosecuted.
Water/Wastewater Department: Water/Wastewater Superintendent Nathan Hovick wanted to remind everyone about the public meeting on February 15, 2012 at 7:00 pm at the community center for the sewer upgrades. He is working with other communities to gather information on enforcing the sump pump ordinance. He will get a report to the council when he is finished. There is a possible water leak in town that has not surfaced. He will look into a few more possible causes and if nothing is found will contact a leak detection company to investigate.
City Clerk: City Clerk Jodi Meredith reported that KLK Construction has reimbursed Roland for the time spent with the gas line that was hit. They will also reimburse the City for the rock that had to be placed over the hole that was left. This past week the computer has frozen up and the copier has been down, but both are back online now. She is checking on prices to get new computers in next year’s budget. Options for the old library/new city hall are still being looked at. Once a design is agreed on, we will get some estimates for work needing done.
The council would like to have a copy of the International Building Code before taking action on whether or not to adopt it.
A motion was made by Neely and seconded by Proctor to approve Mayor Fritz’s appointments of Jeff Harstead to the Emergency Management committee and Duane Canny as Mayor Pro-Tem. All were in favor.
The council was fine with the 2012 committees rolling over like in the past.
The committee to discuss the library issues brought up at the last meeting will meet next Wednesday and report to the council at the next meeting.
The park employee committee has not yet met to discuss the job description.
Council/Mayor Comments: Mayor Fritz is almost ready to roll out a City of Roland Facebook and Twitter to help keep the community informed. Sargent mentioned that the LED sign seems to cycle too slowly. He would like to see it simplified with less backgrounds so it is easier to read, more relevant community information, and have the messages cycle faster so that you can see all the information quickly while waiting at the stop sign.
Public Input: There was no public input at this time.
With no further business at this time, Sargent moved for adjournment of the meeting at 6:55 pm seconded by Proctor. All were in favor. The next regular scheduled meeting will be Wednesday, January 18, 2012 at 6 pm at the Roland Community Center.
