Minutes of the Roland City Council
Regular Session
Wednesday, March 19, 2014

 

The Roland City Council met in regular session on Wednesday March 19, 2014.  The meeting was held at 6:00 pm at the Roland Community Center with Mayor Pro-Tem Jerry Balmer presiding.  Council members present at roll call were Jerry Balmer, Brian Hill, and Doug Sargent.  Absent: Larry Ford and Andy Webb.  Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 2 visitors from the community.

It was moved by Hill and seconded by Sargent to amend the March 5, 2014 minutes to correct the motion of Ordinance 88 from Ward to Webb and approve the consent agenda which included Agenda, Minutes from the March 5, 2014 Council Meeting, and Claims for March 19, 2014 in the amount of $33,243.72.  All were in favor, motion carried.

Public Input: Deputy AJ Christian from the Story County Sherriff’s Office had nothing official to report from the office.  He wanted to thank Nathan for helping out on a call a few nights before.  CM Sargent stated that there are yellow cars that speed going east out of town.

Department Head’s Reports were as follows:

Street Department:  A few plugged and frozen intakes have been jetted out.  There was a frozen one that they couldn’t get through.  The culverts at the wastewater drive were also jetted because they froze shut and the creek was starting to wash out around the concrete.  The blue dump truck is in the shop because of a leaking radiator.  Some streets are breaking because of the frost.  When it gets a little warmer and dryer pot holes will be filled in.

Water/Wastewater Department:  The engineer will be meeting with land owners next Thursday afternoon.

City Clerk:  Different software programs are being looked at.

A motion was made by Sargent and seconded by Balmer to approve the third reading of Ordinance No. 88: An Ordinance Amending The Code Of Ordinances Of The City Of Roland, Iowa, 2003, By Amending Chapter 75 Section 75.07-75.10 Pertaining To All-Terrain Vehicles.  Aye: Hill, Balmer, Sargent.  Nay: none.  Motion carried.

A motion was made by Hill and seconded by Sargent to approve the second reading of Ordinance No. 89: An Ordinance Amending The Code Of Ordinances Of The City Of Roland, Iowa, 2003, By Amending Chapter 90 Section 17.  Aye: Sargent, Hill, Balmer.  Nay: none.  Motion carried.

A motion was made by Balmer and seconded by Hill to approve Resolution 14-08: A Resolution Temporarily Closing A Portion Of W. Maple Street In Roland, Iowa, To Vehicular Traffic, On March 29, 2014 For A 5k Run/Walk.  Aye: Balmer, Hill, Sargent.  Nay: none.  Motion carried.

A motion was made by Sargent and seconded by Hill to allow H & W Recycling to come to Roland for a cleanup day with a date to be determined.  All were in favor, motion carried.

There was a discussion about the proposed Roland Park Softball Field Lease Agreement.

Mayor/Council Comments: Sargent asked about the progress of the cell tower.  There is nothing new to report.

CM Balmer will be meeting with Drew Kamp, Windsteam, CCS, and others to discuss getting fiber communication lines to Roland.

Public Input:  There was no public input at this time.

With no further business at this time, Sargent moved for adjournment of the meeting at 6:44 pm seconded by Hill.  All were in favor, motion carried.  The next regular scheduled meeting will be Wednesday, April 2, 2014 at 6:00 pm at the Roland Community Center.
