Minutes of the Roland City Council
Wednesday, March 4, 2020
The Roland City Council met in regular session on Wednesday, March 4, 2020. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Andy Webb presiding. Council members present at roll call: Jerry Balmer, Joe Corrow, Russ Neely, and Kailah Schmitz. Absent: Riley Larson. Also present were City Clerk Jodi Meredith, Assistant Public Works Director Dalton Johnston, and 4 visitors from the public.
It was moved by Neely and seconded by Corrow to approve the consent agenda which included Agenda, Minutes from the February 19, 2020 Council Meeting, and Claims for March 4, 2020 in the amount of $54,309.17. All were in favor, motion carried.
Public Input: Deputy Schroeder reported that there have been concerns about injured deer and coyotes in town and their response.
Department Head’s Reports were as follows
Public Works Director: Jacobson Bear Creek Park cleanup has been moving forward again. Sande Construction will be moving equipment in on Friday and starting demolition on Monday. Norseman Dr. will be closed during the project to be used as a staging area.
City Clerk: The bill for the Report On Special Investigation Of The City Of Roland was $9,800, it has been turned in to insurance. The next meeting will be the final budget.
A motion was made by Neely and seconded by Balmer to approve the second reading of Ordinance 110 – Ordinance Amending The Code Of Ordinance Pertaining To Water And Sewer Rates. Aye: Corrow, Schmitz, Neely, Balmer. Nay: none. Motion carried.
A motion was made by Balmer and seconded by Schmitz to approve the bridge aesthetics as presented. All in favor, motion carried.
Consensus of the council is to wait for spring 2021 construction of the bridge.
A motion was made by Corrow and seconded by Neely to approve Resolution 20-07B: Resolution Authorizing And Approving A Certain Loan Agreement, Providing For The Issuance Of $2,560,000 General Obligation Swimming Pool Bonds, Series 2020A And Providing For The Levy Of Taxes To Pay The Same. Aye: Neely, Schmitz, Corrow, Balmer. Nay: none. Motion carried.
A motion was made by Balmer and seconded by Neely to sign the Story County Sheriff Contract for 2020/21. All in favor, motion carried.
Mayor/Council Comments: CM Balmer asked who picks up dead animals in town.
CM Schmitz talked about the new pool and getting pictures of progress. She also mentioned the Fire Department pancake breakfast this Saturday.
Mayor Webb shared that the 150th Committee is selling shirts for $10 and hats for $15 to raise money.
Public Input: None.
With no further business at this time, Balmer moved for adjournment of the meeting at 8:01 pm seconded by Corrow. All were in favor, motion carried. The next regular scheduled meeting will be Wednesday, March 18, 2020 at 6:00 pm at the Roland Community Center.
