Minutes of the Roland City Council
Regular Session
Wednesday, May 21, 2014

Note: The following are unofficial until they are approved by the City Council at the next council meeting.

The Roland City Council met in regular session on Wednesday May 21, 2014. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Pro-Tem Jerry Balmer presiding. Council members present at roll call were Jerry Balmer, Larry Ford, Brian Hill, Doug Sargent, and Andy Webb. Absent: none. Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 5 visitors from the community.

At 6:01 pm, Mayor Pro-Tem Balmer opened the Public Hearing regarding Amending FY 2013-14 Budget. After hearing no comments, a motion was made by Ford and seconded by Sargent to close the Public Hearing at 6:02 pm. All were in favor, motion carried.

A motion was made by Webb and seconded by Hill to approve Resolution 14-13: Amending The FY 2013-14 Budget. Aye: Ford, Sargent, Webb, Hill, Balmer. Nay: none. Motion Carried.

It was moved by Ford and seconded by Webb to approve the consent agenda which included Agenda, Minutes from the May 7, 2014 Council Meeting, Claims for May 21, 2014 in the amount of $42,156.63, and Cigarette Permit for Casey’s General Store. All were in favor, motion carried.

Public Input: Mandy Allen stated that she lives near City Hall and the siren that goes off at noon and 6:00 pm wakes up her young child. She was asking if there was a purpose to the siren or if it could be discontinued. The council has no intention of changing the siren at this time, but will note her concern.
Deputy Christian from the Story County Sheriff’s Office stated that they are still working to catch a continually reported intoxicated driver in Roland. The Sheriff’s Office was thanked for placing the speed trailer in Roland.

Department Head’s Reports were as follows:
Street Department: There is an issue with a neighbor’s dog being out habitually on Samson. The council would like to look at adding a cost to animal owners being added to the Code book for animal at large reports and differing the costs from Animal Control to the animal owner. There have been more neighbor disputes about property lines on Erickson. The City has measured to the lot pins again and it appears that the fence in question is where it should be. Roland is on Manatt’s schedule to do some paving on the east side of the bridge before July. Roland is still on the street sweeper’s list to be completed. The company that visited last year has completed some crack filling in Ames which appears to be a more permanent fix than typical crack filling. They are working on prices for doing work on a few streets in Roland.

Water/Wastewater Department: The pool is leaking and will not be opening this weekend. Contractors have been contacted to help find the leak which will then need to be repaired before filling and opening the pool.

City Clerk: The company that is to be putting up the cell tower has received final paperwork from Verizon and intends to order the tower and start doing groundwork in June. No bids were received for demolishing the buildings on Main Street.

A motion was made by Ford and seconded by Sargent to approve Resolution 14-15: Mayor Appointment, appointing Jerry Balmer as mayor of Roland, IA. Aye: Sargent, Ford, Webb, Balmer, Hill. Nay: none. Motion carried.

A motion was made by Webb and seconded by Hill to fill the vacant council seat by appointment at the June 4, 2014 council meeting. All were in favor, motion carried.

A motion was made by Hill and seconded by Sargent to approve a zero percent interest loan to Roland Bear Creek Days so that they are able to purchase fireworks after a large number on cans were stolen this past year. All were in favor, motion carried.

Before approving the lease agreement for the softball field, the council would like to include that the school maintains 48” outside of the fence to avoid the possibility of the City damaging their new fence.

Forrest Aldrich of Veenstra & Kimm stated that they are working on surveying utilities for the design of the Vine St. water main. The DNR is working on their environmental review for the sanitary sewer project. Cunningham Construction has repaired around the manhole on Arthur.

Mayor/Council Comments: CM Webb congratulated Balmer on now being mayor.

Public Input: There was no public input at this time.

With no further business at this time, Sargent moved for adjournment of the meeting at 6:49 pm seconded by Hill. All were in favor, motion carried. The next regular scheduled meeting will be Wednesday, June 4, 2014 at 6:00 pm at the Roland Community Center.
