Minutes of the Roland City Council
Regular Session
Wednesday, August 6, 2014 

The Roland City Council met in regular session on Wednesday August 6, 2014.  The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding.  Council members present at roll call were Doug Sargent, Andy Webb, and Jerry Zamzow.  Absent: Brian Hill and Larry Ford.  Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick, and 2 visitors from the community.

It was moved by Webb and seconded by Sargent to approve the consent agenda which included Agenda, Minutes from the July 16, 2014 Council Meeting,  Claims for August 6, 2014 in the amount of $77,020.86, and Revised Road Use Tax Report.  All were in favor, motion carried.

Public Input: There was no public input at this time.

Department Head’s Reports were as follows:

Street Department:  Manatts is getting prices for some asphalt work.

Water/Wastewater Department:  The aerator diffusors have been installed.  The Vine St. water main project is close to half done.  Nathan signed a change order for the City to pay for materials and paving and to add a directional boring amount rather than replacing driveways.  This will save the City money on the project.  The water supply sanitary survey was done and no major issues were found.  Jordan Kappos from V&K updated the council on the sanitary sewer project and sponsored project.

City Clerk:  Training for Data Tech has been pushed back to September.  There has been a complaint about only allowing customers to be one month delinquent on utility accounts.

A motion was made by Sargent and seconded by Zamzow to approve Pay Request 1 for $30,742.00 to Hall Backhoe & Trenching for the Vine Street Water Project.  All were in favor, motion carried.

Following another lengthy discussion, a motion was made by Webb and seconded by Sargent to table any decisions regarding sidewalks until all council members are present.  All were in favor, motion carried.

Mayor/Council Comments: Mayor Balmer asked about getting work done at Britson Park to fix the grass.  He will contact the park board to see if they have money in their budget to do the work.

Public Input:  There was no public input at this time.

With no further business at this time, Sargent moved for adjournment of the meeting at 6:40 pm seconded by Webb.  All were in favor, motion carried.  The next regular scheduled meeting will be Wednesday, August 20, 2014 at 6:00 pm at the Roland Community Center.
