Minutes of the Roland City Council
Wednesday, September 18, 2019
The Roland City Council met in regular session on Wednesday, September 18, 2019. The meeting was held at 6:00 pm at the Roland Community Center with Mayor Andy Webb presiding. Council members present at roll call: Aaron Burres, Doug Sargent, Kailah Schmitz. Absent: Jerry Balmer, Riley Larson. Also present were City Clerk Jodi Meredith, Public Works Director Nathan Hovick, Public Works Assistant Director Dalton Johnston, and 3 from the public.
It was moved by Sargent and seconded by Schmitz to approve the consent agenda which included Agenda, Minutes from the September 4, 2019 Council Meeting, Claims for September 18, 2019 in the amount of $47,843.20, and Approve Liquor License BC0016215 Casey’s General Store. All were in favor, motion carried.
Public Input: There was no input at this time.
Department Head’s Reports were as follows
Public Works Director: The curbs on N. Martha and Ryan Circle have been done. Some crack sealing on Logan and Arthur has been done. A sink hole on N. Main will be looked into. Mayor Webb asked when paving will be done, the end of this month or October. CM Burres asked if the sand along the curbs in front of his property could be swept up, it will be as able.
City Clerk: Paperwork for council and mayor candidates is being turned in.
A motion was made by Sargent and seconded by Burres to approve pay estimate #11 to Woodruff Construction in the amount of $452,395.70. All were in favor, motion carried.
A motion was made by Schmitz and seconded by Sargent to approve Change Order #7 for the Lagoon Project. All were in favor, motion carried.
Mayor Webb will be taking the new County Supervisor on a tour of the work area on Monday, he was reminded that hard hats and safety glasses are required.
Colleen Louw presented some requests of the park board. She asked if the water fountain at Erickson Park would be repaired or if they needed to hire someone, it has been repaired by the city employees. The board has around $8,500.00 left in their budget and are wanting to do some plumbing work at the shelter house, put mulch around all of the playground equipment at all of the parks, pea gravel around the equipment near the pool, and pay for supplies for the Eagle Scout project. They expect to be over budget, CM Schmitz recommended that they try some fundraising. The council asked about pea gravel at all of the parks because it would be less expensive. The school is now aware of the timelines for the ball diamonds and will have the company spray the weeds as needed. She suggested having the City and school meet yearly for a reminder of requirements of each party. The board would also like new trash cans for the south diamond.
A motion was made by Schmitz and seconded by Burres to approve Resolution 19:24: Resolution Authorizing The City Clerk To Make The Appropriate Interfund Transfer Of Sums In The Appropriate Manner For FY 2018-19 For The City Of Roland, Iowa. Aye: Sargent, Burres, Schmitz. Nay: none. Motion carried.
Mayor/Council Comments: Mayor Webb is heading a committee for Roland’s 150th Celebration which will be on July 3rd, 4th, and possibly 5th of 2020. The committee may be asking the City for some seed money for the event.
Public Input: There was no public input at this time.
With no further business at this time, Sargent moved for adjournment of the meeting at 6:52 pm seconded by Burres. All were in favor, motion carried. The next regular scheduled meeting will be Wednesday, October 2, 2019 at 6:00 pm at the Roland Community Center.
