Minutes of the Roland City Council
Regular Session
Wednesday, September 7, 2016

The Roland City Council met in regular session on Wednesday September 7, 2016.  The meeting was held at 6:00 pm at the Roland Community Center with Mayor Jerry Balmer presiding.  Council members present at roll call were Aaron Burres, Larry Ford, Doug Sargent, Andy Webb, and Jerry Zamzow.  Absent: none.  Also present were City Clerk Jodi Meredith, Street Superintendent Harold Hovick, Water/Wastewater Superintendent Nathan Hovick and 4 visitors from the community.

It was moved by Webb and seconded by Ford to approve the consent agenda which included Agenda, Minutes from the August 17, 2016 Council Meeting, and Claims for September 7, 2016 in the amount of $111,881.11.  All were in favor, motion carried.

Public Input: Deputy Bartos of the Sherriff’s Office reviewed the patrol time and calls for service time for Roland.  Mayor Balmer thanked him for the increased presence there appears to be in town.

Department Head’s Reports were as follows:

Street Department: Manatt’s was contacted about doing the patch work before it snows.  Mosquito spraying will continue to be done weekly, weather permitting, until frost.

Water/Wastewater Department: The manhole and water main projects are complete other than the surface restoration.  The new lift station is operating; however J&K still has some remaining work to do at the site.  The City attorney was able to acquire the remaining property owner’s signature for an archeological survey permission form; however she still refuses to sign the easement documents.  Papers for a condemnation hearing are being filed.

City Clerk: The Utility Billing Clerk resigned effective last Friday.  Wendy Weston will be hired for the position and will start on Monday.  The renter of the Community Center has not paid for the last two months’ rent.  Consensus of the council is to try to work with her and work out an understanding that there will be some penalty for not paying on time in the future.  The Richo copier was replaced today.  Jodi will be out of the office for surgery starting September 15, however Wendy should be able to keep the office open part time.

A motion was made by Zamzow and seconded by Burres to approve Resolution 16-27: Resolution To Approve To Transfer Funds.  Aye: Ford, Zamzow, Webb, Burres, Sargent.  Nay: none.  Motion carried.

Mayor Balmer proclaimed Monday, October 31, 2016 as Halloween Beggar’s Night in Roland.

A motion was made by Ford and seconded by Webb to approve the first reading of Ordinance 98: An Ordinance Amending the Code Of Ordinance Of The City Of Roland, Iowa, By Amending Chapter 69, Section 69.05, Pertaining To Parking For Certain Purposes Illegal.  Aye: Webb, Sargent, Ford, Burres, Zamzow.  Nay: none.  Motion carried.

A motion was made by Burres and seconded by Sargent to approve the second reading of Ordinance 98: An Ordinance Amending the Code Of Ordinance Of The City Of Roland, Iowa, By Amending Chapter 69, Section 69.05, Pertaining To Parking For Certain Purposes Illegal.  Aye: Zamzow, Burres, Sargent, Ford, Webb.  Nay: none.  Motion carried.

A motion was made by Ford and seconded by Webb to waive the third reading of Ordinance 98: An Ordinance Amending the Code Of Ordinance Of The City Of Roland, Iowa, By Amending Chapter 69, Section 69.05, Pertaining To Parking For Certain Purposes Illegal.  All were in favor, motion carried.

A motion was made by Ford and seconded by Sargent to approve the final reading of Ordinance 98: An Ordinance Amending the Code Of Ordinance Of The City Of Roland, Iowa, By Amending Chapter 69, Section 69.05, Pertaining To Parking For Certain Purposes Illegal.  Aye: Ford, Sargent, Zamzow, Webb, Burres.  Nay: none.  Motion carried.

A motion was made by Burres and seconded by Ford to approve the second reading of Ordinance 99: An Ordinance Amending the Code Of Ordinance Of The City Of Roland, Iowa, By Amending Chapter 165, Section 165.14 Paragraph 5 A&C & Adding Paragraph (D), Pertaining To Sign Requirement.  Aye: Webb, Ford, Sargent, Burres, Zamzow.  Nay: none.  Motion carried.

A motion was made by Webb and seconded by Ford to waive the third reading of Ordinance 99: An Ordinance Amending the Code Of Ordinance Of The City Of Roland, Iowa, By Amending Chapter 165, Section 165.14 Paragraph 5 A&C & Adding Paragraph (D), Pertaining To Sign Requirement.  All were in favor, motion carried.

A motion was made by Webb and seconded by Zamzow to approve the final reading of Ordinance 99: An Ordinance Amending the Code Of Ordinance Of The City Of Roland, Iowa, By Amending Chapter 165, Section 165.14 Paragraph 5 A&C & Adding Paragraph (D), Pertaining To Sign Requirement.  Aye: Burres, Webb, Zamzow, Sargent, Ford.  Nay: none.  Motion carried.

A motion was made by Zamzow and seconded by Webb to approve Resolution 16-28: Resolution Amending the Employee Handbook.  Aye: Burres, Sargent, Webb, Zamzow, Ford.  Nay: none.  Motion carried.

A motion was made by Webb and seconded by Sargent to approve Resolution 16-29: Resolution Approving the Urban Renewal Report.  Aye: Webb, Zamzow, Ford, Burres, Sargent.  Nay: none.  Motion carried.

After  hearing a summary from Forrest Aldrich of Veenstra & Kimm about the Wastewater Facility Plan, motion was made by Webb and seconded by Ford to approve the Wastewater Facility Plan.  All were in favor, motion carried.

A motion was made by Sargent and seconded by Burres to approve the engineering agreement with Veenstra & Kimm for the Water Treatment Facility Improvements.  All were in favor, motion carried.

Mayor/Council Comments: Mayor Balmer shared that the RADC is requesting that the abstract/title service for the Community Center building be paid for by the City rather than them as the seller.  Consensus of the council is to have the City pay the bill.

CM Webb noted that in Nevada the animal control service is provided by a community service officer and wondered if Roland should look into contracting with Nevada rather than Story County for animal control.   CM Webb will talk to Nevada to see if there is any interest.

CM Burres informed the council that Lon Strum visits him at work on a weekly basis to get updates on the lift station project and is worried about the ownership of the dirt on his field.  CM Ford does not believe that the City owns the dirt and reinstated that this is between Strum and J&K and that the City is staying out of their issues.

Public Input: There was no public input at this time.

With no further business at this time, Sargent moved for adjournment of the meeting at 7:10 pm seconded by Burres.  All were in favor, motion carried.  The next regular scheduled meeting will be Wednesday, September 21, 2016 at 6:00 pm at the Roland Community Center.
